Howard David Smartt, age 79, a Warren County, TN resident and Grundy County native was born June 4, 1940 and passed away June 9, 2019 in NHC Healthcare of McMinnville following an extended illness. He was the Warren County Court Clerk for 20 years, member of Northcutt Cove Church of Christ and son of the late Bill and Laura Slaughter Smartt. In addition to his parents, he was preceded in death by first wife, Minnie Rhea Smartt; son, Shane Wooten; and grandson, Kendal Wooten. Mr. Smartt is survived by his wife, Wanda Jones Smartt of McMinnville; children and spouses, Lorrie Panter of Pelham, AL, Greg and Tina Smartt of McMinnville, Jason and Cindy Smartt of McMinnville, Rhonda and Allen Owens of Rock Island; ten grandchildren; nine great-grandchildren; sister and brother-in-law, Glenda and Sam Woodlee of Northcutt Cove; brother-in-law and sister-in-law, David and Charlene Rhea of McMinnville; and sister-in-law, Elizabeth Rhea of Texas. Funeral service will be held at 3:00 p.m. Thursday, June 13, 2019 at Central Church of Christ with Harry Green and Jackie Matheny to officiate. Interment will follow in Philadelphia Cemetery. Visitation will be 11:00 a.m. to 8:00 p.m. Wednesday at High's and 10:00 a.m. until the time of service Thursday at Central. In lieu of flowers, donations may be made to Meals on Wheels or the Philadelphia Cemetery Fund.
